In June 2006, Polish
Ministry of Justice together with Polish Centre for Testing and Certification
and Polish Chamber of Commerce set down requirements for the System of
Counteracting Corruption Risks. These requirements constitute a framework for
the implementation of solutions which should raise the level of confidence in
the activities of an organization as far as its reliability and impartiality of
its decisions is concerned, in relation both to its clients and decisions
regarding the use of financial resources available to this organization. The
aforementioned requirements complement the requirements presented in the PN-EN ISO
9001:2001 norm - Quality management systems - Requirements.
This means that the
System of Counteracting Corruption Risks works together with the quality
management system, as an integrated management system. In case the organization
already has a quality management system certified against ISO 9001,
implementing and certifying the system is only limited to meeting the
additional requirements which is properly recorded. In case the organization
does not have a quality management system, implementation and certification of
the System of Counteracting Corruption Risks is performed jointly with Quality
Management System implementation.
Meeting the
requirements and certification by an independent third party should not be
considered as a confirmation that an organization is honest and reliable but as
a confirmation only of its will to take such actions and to be consistent in
implementing such a policy. This consistent approach should lead to the
creation of some solutions that would eliminate or significantly restrict the
possibility of corruption risk development as well as implementing, maintaining
and improving these solutions in line with the requirements related to the
system in the long run.
System implementation
confirmation is tantamount to meeting the requirements below consisting of two
parts. The requirements set down in the PN-EN ISO 9001:2001 - Quality
management systems - Requirements are the first one, and a set of 27 additional
requirements (AR 01 - AR 27) regarding in more detail those requirements of ISO
9001 which are essential to the proper implementation of the system of
counteracting corruption risks. Thus, implementation should be understood as
meeting all the requirements, including those set down in ISO 9001, as well as the
foregoing additional requirements.
Taking into account
that corruption - in other words violation of generally accepted legal and
moral norms - is strictly related to the human factor the implemented system
has to attach great significance to raising the awareness of employees at all
levels of management. All of the
processes and procedures (training, motivation, internal communication,
environment, leadership etc.) comprising the system should serve this purpose.
